The Office of Management and Budget Director is responsible for managing, directing, and supervising the activities of the Office of Management and Budget including planning, overseeing, and participating in the development, preparation, revision, and presentation for approval/adoption of the City’s Operating Budget, the five-year Capital Improvement Plan, and multi-year revenue and expenditure forecasts and models.
Responsibilities include: direct supervision of associated professional staff; implementing an annual budget process; and coordinating the development and completion of financial reports for the City Commission, City management, and state and federal budget/fiscal reports. This position is also responsible for preparing the Financial and Operating plan annual budget, and short- and long-term objectives. This class performs related administrative and management duties as required.
The incumbent possesses an extensive degree of professional managerial knowledge and technical expertise in financial analysis and exercises such advising City officials on budgetary and policy matters. General direction is received from the City Manager who holds the incumbent responsible for the effective management of complex processes and achievement of established goals and objectives.
Work in this class is distinguished from other classes by its emphasis on complex executive level work to assist the City Manager with formulating and strengthening the city’s involvement with its citizenry and external and internal stakeholders, as it relates to budget, management and strategic direction of the organization.

Essential Job Functions
Responsible for planning, managing and coordinating the preparation and implementation of a programmatically valid and fiscally sound operating and capital budget for the city.
Direct and coordinates the work of professional employees engaged in complex budgetary, financial and policy analysis work including revenue and expenditure forecasting, and aiding in an array of matters including organizational design, policies and procedures, legislative issues, funding priorities and service delivery alternatives
Directs the operations of the Department, including budgeting, organization and training, and grants operations; coordinates the implementation of a city-wide performance management process focusing on aligning performance priorities and reporting results.
Oversees city-wide operating and capital budget preparation and monitoring; coordinates with departments to ensure allocation and expenditure of resources are in support of the City’s strategic priorities and in compliance with state laws.
Updates the Five-Year Revenue/Expense Forecast; oversees the development and monitoring of the City’s Operating Budget, Capital Budget, and Five-Year Capital Improvement Plan; maintains the City’s five-year financial plans; conducts cost allocation studies and recommends required fee levels.
Oversees the facilitation of performance improvement initiatives to help achieve the City’s key intended outcomes and to improve efficiencies, including developing performance indicators, comparing the City’s performance data with other jurisdictions, and facilitating internal performance improvement tasks forces.
Make decisions regarding recommendations of outcomes of collective bargaining to Charter Officers and City Commission along with other members of the bargaining teams.
Directs staff to ensure assigned Department goals and objectives are achieved. Oversees work related to the development and implementation of performance measures for the organization. Oversees operations of the Office of Management and Budget and directs and evaluates the work of staff. Consults with staff to review work requirements, status of work, and assists with complex or problem situations; provides direction, advice, and technical expertise. Recommends selection, promotion, discharge, and other appropriate personnel actions.
Assists the City Manager and department directors in setting the strategic direction of the organization to achieve outcomes in support of the city’s objectives and collaborates with City Manager and departments to develop and implement work plans in alignment with the City’s strategic plan. Oversee the City’s strategic planning processes; coordinates annual Commission strategic planning retreats; coordinates updates to the City’s strategic plan.
Coordinates outreach activities on behalf of the City Manager and City Commission; prepares information and special reports in response to requests and oversees the identification and coordination of opportunities with local, state and federal partners.
Assists the City Manager with the overall management of City programs, projects, and policy adherence or modification, as needed and manages special projects as assigned by the City Manager and responds in all emergency situations.
Attends work on a continuous and regular basis.
Non-essential Job Functions
Provides public education on strategic planning initiatives, performance measures and intergovernmental relationships through speeches and responding to public inquiries.
Performs other related duties as assigned.
Qualifications

Education And Experience
Master’s degree from an accredited college or university in public administration, business administration, economics, finance, or a related field and seven (7) years of progressively responsible management and supervisory experience in government administration; or an equivalent combination of education and experience which provide the required knowledge, skills and abilities.

Extensive knowledge of current theories and methods in the fields of fiscal analysis and budget planning and thorough knowledge of principles, practices, and methods.
Thorough knowledge of principles and practices of public administration, organization and management and thorough knowledge of municipal organizational and departmental functions, staffing and operating procedures.
Thorough knowledge of charter provisions, ordinances and state laws governing the administration of City government.
Thorough knowledge of principles, theories, methods, and practices of process or workflow design, project management, data analytics, and the ability to conduct special studies, analyze and interpret findings and prepare and effectively present factual reports.
Knowledge of federal, state, and local laws as they relate to taxation and fiscal planning and knowledge and experience of budget procedures particularly governmental budgeting and thorough knowledge of laws, ordinances, regulations and statutes which govern risk management, municipal, and finance functions.
Knowledge of generally accepted accounting principles (GAAP), particularly as applied to governmental accounting and financial reporting.
Knowledge of the principles and procedures associated with the preparation of the annual budget and the Truth in Millage (TRIM) compliance process.
Knowledge of Florida Statutes applicable to budgeting and financial management within the public sector, particularly Chapters 129 and 200.
Knowledge of the State of Florida Uniform Accounting System for Local Governments.
Knowledge of computer software applications such as Microsoft Office applications for financial evaluation and data manipulation.
Knowledge of current theories, literature, resources, principles, and practices in the field of strategic planning and management, performance-based government, results-oriented budgeting, and organizational development.
Ability to plan, assign, delegate and direct the work of administrative and supervisory personnel and knowledge of supervisory principles and practices and of the principles of public personnel administration, and the ability to develop long-term plans and programs and to evaluate work accomplishments.
Strong critical and creative thinking skills to assess and resolve problems or issues by gathering and assessing information, taking advice, and using judgment that is consistent with standards, practices, policies, procedures, regulations or law.
Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.

WORK ENVIRONMENT
Will be required to work and attend meetings outside regular business hours, including weekends and holidays.
Will be expected to travel to various City locations.
Residence within the City limits required within six (6) months of start date.
